I certainly hope so, just rushed everyone involved to gear 13 and at least relic 4, after phase 2 crushed my bunch of G12s last time (and my ships lacked the needed stars for phase 1 before that). Mods are the only place left I don't meet the recommendations (and technically Shaak Ti's leader zeta, though that is useless for the event).
