Look, not every toon can be great.
Instead of expecting GG to become great, how about giving him a great ship? Give CLS a terrible ship (which will still be pretty good in a lot of average player's fleets just because it will be the only pilot they've really geared and modded up). JKA is completely forgettable as a toon, but Anakin was supposed to be "the best star pilot in the galaxy", so give him a fantastic ship.
In other words, you can't have more than half the ships be above average (median), so take those characters that deserve better and instead of just throwing on more power-creep, give them good ships. Then take toons that are already great and give them mediocre ships or even terrible ones. A lot of people will use those ships just because the crew is well geared until they can gear up the truly good ships.
