GL Bundle Purchase fails

Just invested (reluctantly) in the TWO GL bundles for 4th May Promo on GL Rey and SL Ren
NEITHER characters have unlocked
BOTH were listed within the shown list of characters that were included in the purchase

Is there a delay in release pending on time difference?
If there are clauses around the release of purchased items / characters then these promos are fake and unfulfillable 
It did not state in any way there were any pre-requirements for ANY of these Relic 6 items

Anyone else having these issues?
Saw there was some 2 yrs ago but a purchase is a purchase and items are items so whats EA messed up now?
