Have you tried looking at your own screenshot? Because she has the ult in the one you posted.

Also, while I agree the communication was off, it was clearly a bug that you could unlock at 10 before even though you could farm 12. Now it's right, and you just have to farm the last 2.

Which strangely she looks like in my character list… She also looks like this in arena but wont charge

You can clearly see in these new screens that she has no ultimate. You can clearly see in your first one she does. I suspect the first one is your GAC defense, and the second set are just your regular roster.
