Are there relic levels you could put on him?

Have you upgraded all his Unique abilities? There's quite a few to scroll through.

Yes, like I said, I have leveled up everything and it still shows 3+ even though I have nothing left to level up. Relic levels don’t show as numbers at the top of the characters. Hopefully I can get the screenshot to work this time.

Though in your case, that Jawa should have some numbers too if you have enough relic materials for over three levels.

Do you have pictures of the character and relic screens?

Yeah they show up as numbers when you are ready to upgrade them, but they would never show up with a + nor would it be higher than 1.

Edit: I'm betting there's still a 1 over the C-3P0 picture, as you are still one level short on that ability. Unless you have no omega mats, in which case it won't be there.
