Except that everyone in Formula 1 is there at the same time, this is a global game and many people would be asleep or at work or whatever when the battling phase starts for them, so it'd be completely unfair to make it based on timing.
I still say best solution is to award the win to whichever player had more high banner wins, so whoever had the most 64 banner wins, if still tied move to 63s and so on
