I believe it's affecting everyone whether they realize it or not and was predicted when the cap was first mentioned. Those who know and monitor closely when people log in can control it and have a distinct advantage over the others. Those who don't will lose coins. A cap not at the exact threshold should eliminate the problems and also make guild hopping more trouble than it's worth. But what do we know?
