Guild hopping is not an exploit in WoW. It's not against ToC.
I still run a realm first/ heroic guild on Dragonmaw.
We have players who join our guild for few weeks get their heroic kills, loot and leave.

But in WoW although it's not an exploit, realm hoping comes with a significant cool down on realm first achievements.
