How about this?

A 2 day cooldown on raids begins when a player logs in damage (even 0) in any phase of a raid.

This 2 day raid cooldown only applies if a player does damage in the raid and leaves the guild. The 2 day cooldown does not apply if a player does damage in the raid but continues to stay in his guild.

This allows ordinary players to guild hop whenever they like, or drop out in the middle of a raid, as long as they do not contribute damage in any phase of a raid.
