Guild Hopping and the situation INAJ referenced here are two different things.
What he was saying, in a cryptic fashion because they never specifically explain the workings of bugs/exploits publicly (to ensure they aren't handing a road map to more people to then do that thing) has something to do with using the basic Guild Hop system nefariously to manipulate the system in then FURTHER unintended ways.
Let's use Squad Arena as an example. If suddenly a team utilizing Ugnaught came out of nowhere that had some devastating combo that crushed your enemy in seconds, and people thought it was so overpowered as to be a bug or an exploit, and the devs came in and said "No no, dominating your opponents in Squad with Ugnaught is totally fair, although we're monitoring him to see if he needs fixing." then that would be the equivalent of them coming in and okaying Guild Hopping.
But, then, after that, if someone told them reports about how people were using Ugnaught mixed with BUGS, and it wasn't JUST the design itself that was leading to the result, but ACTUAL cheating in the process (you have to manipulate the skills a certain way to break the game, or press this at a certain time to bug the game out, etc etc) THEN they could come back in and say "It's come to our attention that some people are actually using Ugnaught with unintended behavior. If we catch you using him the wrong way, you're toast"

In the first example, its the devs okaying something some people think isn't appropriate because it's too powerful / seemingly unintended, but it's not breaking the actual coding of the game using bugs so it's not literal cheating.
In the second example, people are then furthering example one by adding cheats/bugs to the system, making something that could be a "legal" advantage in to an outright enhanced exploit.
Basically this is what happened with INAJ's post. He made the first example-esque post okaying the thing, but then people alerted him to some example two-esque actions that could be done to the thing making the thing worse than surface level actions. So while example one is still okay (guild hopping) example two is a no no (guild hopping mixed with bugs and exploits to make it even more profitable while you do it, however it is that works - we don't know)
That is an interesting interpretation and sounds an awful lot like wishful thinking. I read it as, "if anyone had received more rewards including gear, credits or guild shop credits or shards than you could by participating in one t7 raid every 48 hours (why else is there a maximum amount of currency a guild can earn) then you have "exploited the rewards structure for little to no work." Tin foil hat time. People probably would have reported this activity by noticing some people at the top of their arena shard in a very active guild were constantly switching guilds. But it's awfully hard to tell some guild names apart... Getting gear faster by exploiting the broken system than someone who is working within the system as intended by the devs is cheating and anyone caught doing it should be banned.
