You contact support with screenshots and his info. They can look him up and kick him giving you control.

I was in the same situation.
Guild Leader became inactive, I even made a thread in the bugs section of the forum. Just raise a ticket with support, giving them all info like guild name, ally codes, etc.
They will check and change your account to be the guild leader. The former guild leader will be made an officer.

Become allies with all of your guild members, leave and create a new guild, then invite them all to it.
