At the same time, It's fracking stupid that they continue to make Galactic Legends into useless garbage.  Galactic Legends are irrelevant because CG only concerns itself with the new shiny and making "new" units the best.  Might as well make every new conquest and new era legendary a Galactic Legend since they're putting them as the top top tier above GLs.

If Visas didn’t do a revive, can you explain why the enemy team has the health steal up buff? Excluding SK of course, who wouldn’t have the buff if he had been revived?

He can't explain, because that's exactly what happened.

SEE’s Unlimited Power clears all buffs from Deceived enemies.  You can see 4 enemies with the locked Deceived debuff and the Health Steal Up buff. So Visas used Dark Healing AFTER you had used Unlimited Power, otherwise none of the enemies would still have Health Steal Up.
