He's maxed on gear, and his speed was 193. I could have had him faster, but would have lost Potency, which is important if you want to land those shocks. It's a fine balance of speed and potency, so EP can go early for the initial shock chance.
As you know, he gains 15% TM, stacked, for every shocked droid, and of course Chirpa calling him, hopefully, for an assist, will get you a quick chance at a shock followed right up by another chance at a shock. You're at 3 now, so he's gaining 45% + Chirpa's 10% stack = 55% TM. The final 3 will start to come quick. If the main cannon goes off, not so big of a deal, provided you have a buffed tank to absorb it. You can also substitute STH to help with TM gain.
Edit: Correction on speed from 187 to 193.
