You can stun him first, it's temporary, but maybe enough. Ability Block also works, as well as buff immunity. Daze too? TFP should be able to outspeed him -- but you are dealing with RNG on his AoE.
Dukes is fast too -- you might be able to use him with shock/ability block on basic and shut him down.
But because people like me stuff him with Speed mods he's likely to go first.... So once he has it then yeah, you need to dispel or his team will eat you alive. B2 would be a solid one to throw in when you need.
