Hera’s Backup Plan and Thrawn

So maybe I am misunderstanding the description of Back up plan. On multiple occasions I’ve had characters die within a turn or two of getting back up plan placed on them, never to be revived. I thought it couldn’t be prevented or dispelled? This has made getting 7* Thrawn frustrating. What am I missing?

Death Trooper has an ability called Terminate which prevents revival.

Deathmark from Deathtroopers maybe, also when it says it can't be prevented that just means you can give it to an ally even if they have buff immunity
