She is not over powered, but when you are first starting the Phoenix squad is such a pain, it takes a long time to get to a point you can actually beat them, hera is a stepping stone, the Phoenix team basically folds up once you start getting better teams and that's their purpose, they should be less effective then other teams because they are as effective as they need to be in early game, if she had to much more it would break a balance in the early game
