HK47 keeps dropping

Like the title says I bought the packs 6 times and out of 6 times HK47 who I already have has dropped 5/6 times. This is crazy...... I can't keep spending like this if he keeps dropping. Why can't we ...

Can by out of shipments and tomorrow they might be in the weekly shipments also or use the crystal for an extra refresh or 2
