And it's not BB-8; we just had him and this pack is odd - Phasma and FOX.

Just assume you need all characters for something at some point and you'll never be surprised. Case in point, CUP bonus in TW.

Sometimes packs just come back seemingly at random...

Everything CG does is viewed as some grand conspiracy or masterplan. I don't they're that efficient or savvy to be honest!

There is always the resistance and FO pack in the store for the TW. They gain bonuses from the map

This is an odd FO pack. Phasma and FOX.

It says starter pack so maybe they just keeping new players in mind or we need them for something upcoming.
