How do I report hackers?

I got this guy on my server, when of the top 50 where level 85 , he just appeared out of nowhere and constantly took the first places , he was level 82 , and went constantly from 30th to 1st, almost ...

But who exactly is he running, what are the surrounding teams like, and how old is your arena shard? Cheating is of course absolutely despicable, but quite a few legit players have been caused a good deal of grief (accounts suspended for a few days) by people jumping to conclusions and reporting them for cheating when they're not.
