How do thermal detonators work?

I know that they get placed on an enemy then explode but how is the damage calculated? Cause with some characters it says "increase damage" when you upgrade but for others it's "increase max health da...

Sometimes I have a hard time monitoring there effect in combat. I use Greedo and Mob enforcer and I'm still trying to determine if the turn meter bonus kicks on as soon as the thermals are placed, or after they detonate.
