While thermals look crappy there're extremely powerful if used right. As it's been said, debuffs for Rey and buff-up safe for ig88. Stack them them on counter enemies like Dooku and Fives. Put one on a character you know will be protected by Royal Guard before damaging them for the kill shot after the taunt goes off. Stack them on the tier 6 Rancor and watch a 16k explosian rock him.
The only things they're NOT good for is immediate damage and if Rex is hanging around. Honestly thermals don't need three checks to land (resistance, dodge, and whatever the other one is) and should just be based on a single stat like dodge. They should be like 88's Leader DOT ability was.
