Honestly? As much as I hate to say it - pound him into the ground. If people cannot be reasonable and realize that others are playing this game and able to cooperate, show him what cooperation looks like. I will give anyone a chance, and then another, and another, but 5 years man. Pound him to the depths and do not let up.
