how do you get first order officer?
do i get double shards on cantina battle store or no? if its just 5 shards its a bummer no double shards from him

Well then of course you are not ready for this one. It will be back.
So, as a new player, if you want a Legendary character, you have some options. You could continue to do FO for BB-8, you could do Empire for R2, Jedi for GM Yoda, Rebels for Palpatine, or Phoenix for Thrawn. Since Phoenix are Rebels they could double for Palpatine.
Or you could go after Commander Luke's Hero's Journey Event, which requires Farmboy Luke, Leia, Stormtrooper Han, Old Ben, and R2. They are also Rebels that cluld be used for Palpatine...although in the case of R2, it's a little circular as you need Empire to unlock him and Palpatine could be useful there.
