How does Health Down work again?

I think this is how it works, please correct me when/if I'm wrong: A character has 1000/1000hp, Health Down brings them down to 800/800. If you ignore them, when HD expires they will be 1000/1000 aga...

This is why if you're going to be using characters with health down powers like grievous or zeta nihilus, it's double whammy to pair them up with units that can also expose on top of it.
