Well at the lowest ship rewards lvl you get 800 a day so you could get two mats every 5 days so in 50 days you could have enough for one. Of course if your higher up it's much easier. You can also get them by doing the tri weekly ablity mod challenges but only in tier three. However from what I have heard they show up almost never in the challenge. So if you don't want to wait 50 days you have to get good at ships.
