How exactly does potency and tenacity work?

So say vader has 50% potency and uses his basic on someone with 25% tenacity, what is the exact chance that he will inflict ability block on them? I'm just still really confused on how this works.

Question of the ages. What's been mentioned before is it's tenacity minus potency, and tenacity bottoms at 15%. But behavior in game doesn't explain that too well, since I've had a character with 90% potency get resisted multiple times in a row by someone with less than half of that in tenacity.
