How exactly does potency and tenacity work?

So say vader has 50% potency and uses his basic on someone with 25% tenacity, what is the exact chance that he will inflict ability block on them? I'm just still really confused on how this works.

I should have added "in the example in the op where potency is > tenacity." The math is different against non jedi if tenacity is more than 15% higher than potency.
