How exactly does potency and tenacity work?

So say vader has 50% potency and uses his basic on someone with 25% tenacity, what is the exact chance that he will inflict ability block on them? I'm just still really confused on how this works.

Tenacity - potency = chance to resist(this vaue can never be lower then 15%)

In your example it would be a 15% chance to resist the effect. Or vader would have an 85% chance to land the effect.

Are you 100% sure this is true?
