I ran into the same problem as you are right now about a month ago. It seems like Vader would be the best bet just because he's viable with the toons your running in arena, and good for both raids.
I personally decided to keep my zeta mats and wait until I have better geared toons and a 7* Vader. Since not all zeta abilities are out, it might be worth waiting just in case a game chaning zeta comes out.
