Hux vs. Hux - always counterattacking or no counterattacking at all?

Hi, just a question that comes to my mind:
General Hux introduction states that:
CG_M: The most unique part of his kit is a new mechanic called Dominance. This stops enemies from counterattacking and gives First Order allies +100% counter chance and +50% Critical Damage.

So what will happen if two mirror Hux lead teams fight each other? Will they contantly counterattack each other or there won't be any counterattacking?

The kit has a percent bonus to ally counter attacks, but a flat no counter attack statement for enemies. That means hux vs hux = no counter attacks.

Well, i think that there would be no counter attacking until hux is critically hit, due to how the no counter attacking isn’t listed as a numerical value like the counter attacking, it is a straight up no counter attacking. Kinda like if you use han solos bonus turn on a character that can’t be stunned, such as jyn. His bonus attack should stun the opponent, but if they have a complete stun resistance, the stun won’t land.

Just critically hit Hux though, and his dominance will come off.
