Making a character completely miss a turn is a powerful effect. Allowing it to stack would be overpowered.
Timing your stuns is part of using them effectively.
I do think that fixing dodging while stunned is overdue. I also don't think a stunned character should be able to automatically take any action, such as taunting.
Well, if they aren't going to fix the issues, might as well just make it more powerful, right?
