If you are still new, havent invested your efforts in chars yet, getting phasma is great because you can work towards a force order team.
If you started since 1st week of global, you should've invested and unlocked sid or lumi or something alrd. If that is so, poe is better, cos he can be synergies into any team. Exposure can be leveraged by any character and he has 2 turn taunt. Investing on him alone is easier too, instead of distributing your efforts across all first order units.
That being said, I'm a soft launchie and got both of them, phasma from event and poe from chromium. No use for both of then since I got 20+ other 4* and above...
