He's a dev, posting on his own time as a volunteer, in an unofficial forum. They are both entirely reasonable interpretations of what he said, and he had no reason to lie or deceive anyone. I bet he didn't even know what the rate would be at the time, only that the 2-per-day restriction would be lifted.
