Increase Ship Attack Speed?

I was tired of my Ackbar capital ship going after the opponents, so I checked his ships stats and the speed was 153. I had a lousy arrow mod (no speed on it primary or secondary) on Ackbar, so I stuck an arrow mod with speed primary (+21). I go back and check the ship stats and the speed is still listed at 153. What gives? I thought the mods helped.

Note: The mod replaced and the new mod did not fill for mod set bonuses, so that isn't a cause.
