I think the root of this probably comes from how toons are coded and released. We know from data mining and LS/DS/event battles that they have a large cache of characters coded and probably ready to go out the door with some fine tuning.
But to maintain long term interest they have to keep enough 'premium' characters waiting on the wings or else the motivation to chase the next unlock diminishes e.g. would we have been as buzzed about unlocking Stormtrooper Han in a T7 Pit if we already had Han Solo in our inventory?
If we accept this as their model for release schedules then we could surmise that the next big driver is money and attempting to maintain interest from the player base. In the beginning, Jedi were the obvious hook as it's fair to say, most Star Wars fans love Jedi. Recently, with the release of Rogue One, many new players will have been drawn to the game by the film and want to immerse themselves in the struggle of the Rebellion.
In about 6 months we'll probably see the start of another push for saga characters like Jedi Rey, old Luke and Snoke. In the interim we'll probably get a few 'fringe' characters and more fleshing out of other aspects of the game like ships. With Rebels being at an interesting time, we still have that entire series to draw on... and wouldn't the Ghost fit nicely in ship battles? (",)
