Is Credit Heist officially max delay and not random?

I've been playing since pretty close to release. I have so many low level and low * toons with enough shards to 7* if only for credits. I have hundreds of unused mods at any moment that I can't advance. I have a lifetime supply of droids. I can instantly star and level any ship I unlock to atleast play with. Why go backwards on toons? There are so many other gates!
