Is "Echo" underpowered?
Do you feel like Echo has too little health and protection and is too easily killed?

Yes. I wish his grenade cool down was reduced as well. Seems reasonable. Pretty much all other debuff toons get that respective skill reduced as they go up in tiers. For him not to get equal seems a bit weird. Take the damage off it a bit (which isn't much anyway lol) if you want it "balanced" but reduce the cool down
