Is Mk 8 BioTech Implant Prototype the "new" stun cuff?

I was just looking around my characters to see what I need to upgrade to the impending G12, and realized how many characters require these things at G10 and G11. Sure enough, 113 characters need these...

Nope, Stun Cuffs are easy to farm. Those you need to buy from the shipments.
