Sigh.
When you are in a battle look at the enemy unit icon at the top right of the screen.
The green arrow with a -2 beside it is the relic delta indicator. Yes it’s still a thing, and you’ll always see when it’s in operation.
What exactly does that mean? I returned to the game after a 3 year break and haven't learned any of this

You get bonus damage when you attack a toon with fewer relics than you -- and they get reduced damage against you.
You get reduced damage when you attack a toon with more relics than you -- and they get bonus damage against you.
When the difference is 0 to 2 relic tiers, the bonus/penalty isn't noticeable and counters that worked before RD still work fine.
When the difference is 3 tiers it matters and some counters are no longer reliable, though they mostly still work.
At 4+ tiers it makes a pretty huge difference. Some counters may still work, but I wouldn't trust any counter with a +4 relic differential.
Remember this is counted on a per-toon basis, not the total or the average of all your toons vs the total or avg of all of theirs. Thus you can have an r9 toon and an r1 toon in the same squad, and when they attack an r5 enemy, your r9 toon will get massive bonuses and your r1 toon will get massive penalties.
