Is SEE the only GL useless without ultimate

So my arena shard is starting to get a more GLs. For fun I’ve been attempting non GL attacks just to see what can be done. What is glaringly obvious is SEE without an ultimate. All the other GLs...

SEE without ultimate is great against non gl teams like padme, cls, gas. Solos those teams quite reliably.

But SEE without ultimate is faily useless against other Gls. He can take sith triumvirate and beat JML, that is about the extent.
