Is SEE the only GL useless without ultimate

So my arena shard is starting to get a more GLs. For fun I’ve been attempting non GL attacks just to see what can be done. What is glaringly obvious is SEE without an ultimate. All the other GLs...

LV is trash without ult. Although, he still kind of sucks with the ultimate too.
