Is SEE the only GL useless without ultimate

So my arena shard is starting to get a more GLs. For fun I’ve been attempting non GL attacks just to see what can be done. What is glaringly obvious is SEE without an ultimate. All the other GLs...

JML begs your pardon. He literally does not need his ultimate. MAYBE against LV, but JML is potent without ulti vs slkr, rey, JMK, and lstb.

Which tells a lot about JML. On the downside he cannot 1v1 any other GL regardless of the ultimate.
