Is there a Base chance to...
So I think I have a fairly good grasp of a lot of the mechanics of the game, but there's some aspects I am having trouble with.
Speed and turn meter I have down pat.
Crit damage and offense I have a good grasp of, though I just learned that ability multipliers tie into that and definitely have more to learn.
I know about the leveldelta that acts as the bridge between opposing stats. Though I am not entirely positive which sets of stats it bridges. So that would be part and parcel to the question I made this thread to ask:
Do characters have a base chance to hit and/or resist that persists regardless of stats balancing? (my potency vs. your tenacity for instance) If so, what is it?
Following up on that. Which stats have that base chance and which don't? Like if toons have both a 15% chance to debuff and to resist, then they really even out at zero chance, and the base chance is pointless. So is it a base chance to hit or to dodge? Is it a base chance to debuff or resist? To crit or not to crit? THAT is the question!! ... Oh, sorry, I digress.
So people get a 5% bonus based on difference in level that maxes at 30%, is that just for the potency/tenacity struggle, or does it apply to other counterbalanced stats too?
