Is there a problem with Palpatines unique?

Why don't you think they are taking damage? I don't seem to have noticed any lack of damage

At the start of their turn the health didn’t change nor was there any indication they took any damage let alone damage equal to 20% of their health.

hmmm... i am sure someone will respond negatively to this, but i would recommend grabbing a video or screenshots of a battle with Palpatine.

It does have to eat through their protection before you will notice their health start to go down.
Nowadays toons have double or triple the amount of protection compared to health, so it wont be as noticeable.

It will still show damage being applied even if its not visually noticable on the life bar
