Jedi already are a prerequisitete for a legendary toon. Wouldn't want 1 faction to give you two legendary toons now. Rebels for emp and Phoenix for thrawn don't count of course
By that logic Phoenix gives you two then since they're rebels, you can't not count them because they have both tags
I doubt anyone who has both palpatine and thrawn used any of the same characters for both events to get them.
