Since forever! As mentioned by you he was a meta character which Anakin never was, he already had a zeta and he could be used in so many different aspects of the game. Even to get Padme!
He had a zeta that basically nobody gave him because it wasn’t very good. The fact that some people used him in arena 3 years ago has no bearing on whether he deserves a rework now. Nobody was using him at end game for anything. Using him to get Padme is no different than using Anakin to get Yoda, and if you actually did use him to get Padme then it got you a pretty darn good place to use your Anakin.
