JKL was actually a new Mace legendary, then they Panicked

Convince me otherwise: JKL's kit was designed for a new general/jedi master Mace legendary event. All the galactic republic jedi synergies, all the lstb utility, all the toying with potential mace rew...

Perhaps you are thinking Luke was meant as a distraction (silly thought, but let's run with that), but Mace would have been just as distracting. More so maybe. Probably be less whining about not being powerful enough too.
