Now how about the other problem of SEE not being able to drain protection from protection up? By everything that has been said protection up just adds actual protection to characters which would, for the duration of the buff, increase their total pool. which would be why protection regaining abilities works with protection up.
SEE by all accounts should be able to steal that.
