Are you suggesting these new GL requirements are not another incentive for switching to a guild with a higher Wat shard income or cpit capability?

If you want to be (or stay) competitive that should be the incentive regardless of whether the said characters and exclusive gear are required for a GL or not. If you just want to hang around with friends in a lower GP guild that's perfectly fine, but then maybe the latest end game content isn't for you.
