Was he always in Geo TB? I just noticed him and his kit looks like a direct counter to SE. I'm guessing this is the next legendary event.

I assume OP was referring to the multiple mechanics taking advantage of debuffed enemies, since SE stack tons of debuffs on themselves. But I agree, it's not enough to "counter" Sith Empire. He'd need more if that was his intended purpose.
